In the days following that testimony, the Joint Inquiry held eight additional closed sessions on specific intelligence issues, including the organization and coordination of the intelligence community prior to September 11, technical and human intelligence gathering, the not-for-attribution undertakings of the intelligence community known as covert action, and, importantly, the financing of terrorism. We also spent a day looking at the genesis of the use of airplanes as weapons.

We were the students in a secret, limited-enrollment seminar on the challenges of terrorism and the capability of U.S. intelligence to identify and interdict those challenges before they became another September 11.
